Todd Rourke has a vision for downtown

Todd Rourke came to Hannibal a few years ago, and is leaving an imprint. The owner of four houses on North Fourth Street, and now one of Hannibal's most historic business buildings, he is using his own resources to make the downtown a better place to be.
